Quebec Immigration 2025–2026

The Quebec government is strengthening requirements to improve language integration, worker protection, and employer transparency. These changes reflect a desire to better structure economic immigration and ensure the safety of vulnerable individuals.

The 2025 regulation introduces several new obligations for temporary workers and regulated professions.

✔️ Mandatory Language Requirement
A foreign worker must demonstrate a level 4 in spoken French if they have accumulated three years of residence in Quebec under a non-agricultural work permit.

Exemptions:

• primary agriculture jobs
• diplomats
• international organizations

✔️ Access to Regulated Professions
To practice a profession governed by a professional order, the worker must either:

• hold a permit to practise, or
• have a recognized diploma (partially or fully), with the possibility of completing the process in Quebec.

✔️ Strengthened Work Contract
The contract must include: duration, insurance, CNESST, conditions assessed by the ministry, and applicable labour standards. These measures protect workers and better regulate employers.

A new Schedule C.1 sets the minimum financial amounts that must be demonstrated to obtain a CAQ for studies.

Required amounts:

• 1 person: $24,617/year
• 2 people: $34,814/year
• 4 people: $49,234/year

These amounts are higher than before and must be strictly demonstrated when applying.

To become a sponsor, an individual must not have been convicted of certain serious offences within the past 5 years. Quebec is thereby strengthening safety rules to protect vulnerable individuals.

Employers must now comply with stricter requirements.

✔️ The job offer must include:

• detailed duties
• salary and schedule
• employee benefits
• housing conditions (if provided)
• transportation arrangements

✔️ Mandatory Declaration to the Ministry
Any significant change must be declared within 30 days.

• December 17, 2025: most of the new rules
• January 1, 2026: new financial requirements for students
• December 17, 2028: extension of language requirements and provisions for workers

It is crucial to check which version of the regulation applies based on the date of your application.
